| Eligibility |
Grants for full research training programs are awarded to U.S. institutions with strong HIV- related research training experience and with HIV-related research collaborations with institutions in low- and middle- income countries. Trainees shall be individuals involved in or expected to be involved in HIV-related research activities in their home country. |

Applications from U.S. institutions must demonstrate collaborations with institutions in the low- and middle-income countries (LMICs), defined by the World Bank classification system, named in their application. Foreign applications will only be accepted from LMIC institutions. U.S. applicants must identify at least one scientist from each LMIC institution as the main foreign collaborator for that institution. |

| Eligibility |
U.S. applicants must apply with a developing country institution with which they have a demonstrable history of research collaboration. Developing country applicants should apply in collaboration with U.S. institutions capable of enhancing their proposed training opportunities. Applicants must have a strong infectious disease research program in the scientific area proposed for research training and the requisite faculty and facilities to carry out the proposed training activities; and
be designated as the Principal Investigator of at least one active infectious disease research grant (with at least 18 months of support remaining at the time of application), from the NIH or other national or international research support organization, directly relevant to the research training proposed. |

Candidates for this award must have a research or health-professional doctoral degree. Fogarty uses this support mechanism to support newly independent scientists, therefore, tenure track faculty and principal investigators on NIH research awards are eligible to apply. Non-tenure track scientists with peer-reviewed NIH research awards are also eligible to apply. Candidates must be less than 7 years from last doctoral degree or fellowship. In addition, only U.S. citizens and permanent U.S. residents (green card holders) are eligible to apply. |
