Questions and Answers


  1. Why is there a Letter of Intent due date (October 14, 2002) if a Letter of Intent is not strictly mandatory?
  2. The Letter of Intent is not mandatory (per the Paperwork Reduction Act), but we encourage applicants to submit a Letter of Intent because the information in such a letter can be valuable in the formation of a review panel. For example, if an applicant's letter gives us enough information, we can enlist reviewers who have specific expertise in the applicant's scientific field.

  3. What format should the Letter of Intent take and what should the content be?
  4. In the Letter of Intent, please provide:

    • the number and title of this RFA;
    • the PI's name, institution, address and phone number;
    • names of other key personnel and participating institutions;
    • descriptive title of the proposed research;
    • a brief summary of the research to be proposed in the grant application;
    • what type of grant (R21 or R01) you are applying for;
    • the level of funding you will be asking for;
    • if the project's scope is foreign, domestic or combination foreign/ domestic.

  5. How should the Letter of Intent be submitted?
  6. Prospective applicants are asked to submit a Letter of Intent by October 14, 2002. Please submit by e-mail to Michelsk@nih.gov (preferred) or by fax to 301-402-0779. You may also send it by post to:

  7. After submission of the Letter of Intent, can one change the composition of the proposed program?
  8. Yes, but the FIC Program Officer listed in the RFA should be informed as soon as possible.

  9. Are investigators from any country eligible to apply for the Stigma and Global Health Program RFA, either as Principal Investigator or as collaborator?
  10. Yes, applicants from any country are eligible and encouraged. FIC will consider funding or co-funding a broad spectrum of topics but only grants that at least have a developing (low- to middle-income) country component. The other RFA partners from NIH will consider applications regardless of country but only in their topical area of interest. Please see each ICs area of interest in the RFA or refer to Research Interests of Stigma and Global Health RFA Partners for more information. The Canadian Institutes of Health Research (CIHR) will fund only applications from Canadian applicants although those applications may have foreign components.

  11. What format should the actual application take?
  12. Please read the RFA carefully in the NIH guide (http://grants.nih.gov/grants/guide/rfa-files/RFA-TW-03-001.html) before beginning to write. Please note whether you are applying for an R21 (exploratory, developmental grant) or a R01. As with all NIH R01 and R21 grant applications you need to use the PHS 398 form, which is available through your business office. The link for this form can be found in the RFA.

  13. Do grant applications requesting over $200,000 need to work with and in two or more international sites in different countries and also include comparative research on interventions? Can the proposed research be at two different sites in the same country?
  14. Applications requesting the highest level of funding but not meeting all of those criteria will not be considered for funding greater than $200,000 per year. In certain non- U.S. countries with diverse cultures and languages within one country (e.g. India and Brazil), comparative and intervention-oriented research involving two or more distinct and different sites (e.g. rural versus urban, high socioeconomic status versus low) may be considered for the higher level of funding on a case-by-case basis.
