American Recovery and Reinvestment Act of 2009
Fogarty ARRA Supplement for U.S. Global Health Postdoctoral Scientist Support
As part of the American Recovery and Reinvestment Act of 2009 (ARRA), FIC is soliciting one- and (if applicable) two-year administrative supplement requests to existing FIC research and research training grants for FY2009 and FY2010 to support U.S. postdoctoral global health scientists. Postdoctoral support will be provided for mentored research training directly related to the grantee’s current FIC research or research training grant activities.
- No letter of intent is required. However, e-mail notification as soon as possible of your intention to submit an application including the name of the postdoctoral scientist to be supported and a brief description of the research topic would be helpful in setting up the administrative review of proposals. Please submit to sinab@mail.nih.gov.
- Only one postdoctoral support supplement application may be submitted by each FIC grantee.
- Only U.S. citizens or permanent resident postdoctoral scientists can be supported with supplement funding.
- Supplement applications may request up to $80,000 direct costs per year for one or two years to support salary and research expenses for a postdoctoral scientist.
- The postdoctoral scientist supported may not have another concurrent postdoctoral award.
- Eligibility: currently active grants (see definition below) in the following FIC programs are eligible to apply:

- AIDS International Training and Research Program
- Fogarty International Collaborative Trauma and Injury Research Training Program

Definition: Currently Active Grants: Applicants with grants that have less than 12 months left in the project period at the time of application (6/1/2009) may request one year of supplement funding, while grants that have greater than 12 months remaining at the time of application may request two years of supplement funding. For projects that will finish before the end of the proposed supplement period, no-cost extensions should be requested and will be approved based on availability of unobligated funds and appropriate plans for using them.
Supplement Application Requirements
Applications should contain the following PHS 398 form pages with the specified information (instructions and downloadable form pages can be found at http://grants.nih.gov/grants/funding/phs398/phs398.html):
- Cover letter including:
- References to notice NOT-OD-056 and the Recovery Act Administrative Supplements
- PD/PI name
- Parent grant number
- Dollar amount of the request
- Name and title of the institutional official(s)
- Contact information for PD/PI and institutional official(s)
- Signature of institutional official(s)
- Face page- Form page 1
- Fill in “Title of Project” with the title of the existing FIC grant to which the supplemental funds will be added
- Check “Yes” for “Response to Specific Request for Application or Program Announcement or Solicitation,” leave “Number” blank and fill in “Title” with “Fogarty Supplement for U.S. Global Health Postdoctoral Scientists Support”
- Program Director information is for the grantee of the existing FIC award to which supplemental funds will be added
- “Human Subjects Research” and “Vertebrate Animals” boxes should be filled in with all NIH required information provided in the application
- Face page must be signed by the appropriate institutional official
- Form page 2 (Supplement Project Summary, Relevance, Performance Sites)
- Form Page 2 continued (Key Personnel)
- CDA Substitute Form Page 3: Research Career Development Award Table of Contents (Substitute Page) - U.S. citizenship or permanent residency of the proposed postdoctoral scientist must be indicated.
- Use the Initial Budget Period & Justification- Form Page 4 to list Year 1 and (if applicable) another Form Page 4 to list Year 2 detailed budget costs which may include:
- Form page 5 Budget for Entire Proposed Project Period & Justification
- Biographical Sketch Format Pages and an updated list of current research support, including amount of effort devoted to each project (for new mentors and new postdoctoral scientist)
- Targeted/Planned Enrollment Table Format Page (if human subjects involved in proposed postdoctoral research)
- Note any changes to human and/or animal subjects (if applicable)
- IRB and/or IACUC approval documentation, including expiration dates (if applicable)
- Human subjects education confirmation for new personnel (if applicable)
- Checklist Form Page
Applications should contain:
- One- or two- year time line of all planned activities
- U.S. and Foreign Mentor Letters
- Postdoctoral Career Development Plan
- Postdoctoral Mentored Research Plan
The Postdoctoral Career Development Plan (2 pages maximum) should contain brief descriptions of:
- Postdoctoral scientist’s education and research training background
- U.S. and foreign mentorship including the specific skills and expertise that will be developed through mentorship and how regular guidance will be provided
- How the proposed research experience will contribute to the career development of the postdoctoral scientist
- Training in responsible conduct of research
- Additional training activities (courses, workshops, etc.)
The Postdoctoral Mentored Research Plan (5 pages maximum) should contain:
- Specific Research Aims
- Background and Significance
- Research Design, Methods, and Data Analysis
If mentored research is to be conducted at the collaborating foreign site, the application should include a foreign mentor from that site in addition to the U.S. mentor. The application must demonstrate adequate support by both mentors in letters of support from them.
FIC encourages supplement applications that address the goals of the FIC Strategic Plan, especially U.S. postdoctoral training for research and research training grants that focus on chronic diseases (Goal 1) and U.S. postdoctoral experiences in implementation research (Goal 2).

Review Criteria
Applications will be reviewed on the basis of Recovery Act criteria that projects will accelerate the tempo of scientific research; allow for U.S. job creation and retention; and stimulate the U.S. economy by:
- enabling hiring of additional staff;
- enabling increased hours of current part-time staff;
- procuring additional needed equipment;
- And/or contracting for additional needed skills.
Applications will also be reviewed for:
- Scientific, technical and educational merit of the proposed project as determined by administrative review
- Commitment to an independent international research career including potential to contribute to knowledge that will address a major global health problem
- Quality and relevance of prior scientific training and experience
- Likelihood that the proposal will contribute to the achievement of the objectives of FIC’s strategic plan
