Fiscal year 2018 funding strategy under the continuing resolution

​The Department of Health and Human Services (HHS), including NIH, operates under the "Continuing Appropriations Act, 2018" (Public Law No: 115-56) as amended by the "Further Continuing Appropriations Act, 2018" (Public Law No: 115-90), signed by President Trump on December 8, 2017. This Act (CR) continues government operations through December 22, 2017, at 99.3209 percent of the FY 2017 enacted level.

Noncompeting awards

During the continuing resolution, Fogarty will issue noncompeting research and research training grant awards at a level below that indicated on the most recent Notice of Award (generally up to 90 percent of the previously committed level). Upward adjustments to awarded levels will be considered after fiscal year 2018 appropriations are enacted, but NIH expects institutions to monitor their expenditures carefully during this period.

Competing awards

During the continuing resolution, Fogarty will be issuing competing research and research training grant awards at the proposed award levels.
