The Fogarty International Center distributes its resources among many programs and mechanisms. Fogarty is committed to funding the largest number of meritorious projects possible, while allowing the flexibility needed to support selected program priorities and to respond to emerging scientific opportunities.
Fogarty establishes general guidelines for funding based on the overall appropriation. During the course of any given fiscal year, multiple factors could affect the implementation of the Fogarty funding strategy. Subscribe to

Current Appropriations
Fogarty is currently operating under the
Further Consolidated Appropriations Act, 2020 (Public Law 116-94), signed into law on December 20, 2019. With the passage of the Act, NIH received a 5.9 percent increase over FY 2019 Enacted, for a total of $41.64 billion in program level funding.
Strategy and Guidelines
The success rate of competing applications varies by program, but generally ranges between 10 and 25 percent. Funding decisions are based on the number of high-quality applications, the overall number of applications, and the availability of funds. Fogarty funds a large number of initiatives with collaborating funding partners that include other
NIH Institutes and Centers, other government agencies, and non-government organizations (NGOs).
In certain programs, the program relevance of Fogarty's funding partners can also be a factor that affects the selection of grants to be funded. Fogarty's cost-management plan strives to award grants at funding levels that are close to or slightly less than the amount recommended by the review groups and the
Fogarty Advisory Board. Funding decisions take into account program relevance and overall portfolio consideration, including responsiveness to the
Fogarty Strategic Plan. Final funding decisions are made by the
Fogarty Director, Dr. Roger I. Glass.
Non-competing Research Project Grants and Research Training Awards
In general, Fogarty will issue non-competing research grant awards at the recommended levels for FY 2019.
New and Recompeting Awards
To provide adequate funds for new and recompeting grants, funds awarded may be slightly less than the amounts requested in the application or recommended by the Initial Review Group (IRG).
Unfunded Applications
Competing applications submitted and reviewed during FY 2020 that are not funded will be considered in NIH eRA Commons as deactivated at the end of June 2021.
Competing Grants Issued with Significant Budget Reductions
Fogarty considers reductions in funding (greater than 25 percent of the total costs of the IRG recommended level for the competitive year) to be a change in scope. Fogarty staff will request revised budgets and specific aims if this occurs.

Fogarty uses two methods to solicit applications for research and research training awards: Requests for Applications (RFAs) and Program Announcements (PAs). Find information about

Strategy for New Investigators
Fogarty is committed to providing opportunities for new investigators and has converted many of its ongoing programs to the Program Announcement (PA) format. This allows new investigators to compete annually and submit amended applications for Fogarty awards.
